OPMP (On-Line Project Management Procedures)
OPMP has been written specifically for housing association front-line staff, to help them manage their development projects more efficiently and effectively LEARN at the same time. Over half of the total content is training notes. It is a Help file, with all the advantages and rich functions that come with that, outperforming paper-based or pdf-based systems significantly. |
The flexibility of the Help file format allows OPMP to reflect the variety of projects undertaken by housing associations and provide work sequences for different types of schemes including :
- "traditional” land / property acquisition projects;
- S106 Agreements
- Estate regeneration schemes
- Landbanking
- Working with Leaseholders
- Social Rented schemes Intermediate schemes for rent or HomeBuy
- Supported housing schemes
- Agency schemes
- Lead Partners or Partnership members
OPMP, PRINCE2 & the APM Body of Knowledge
The APM’s Body of Knowledge defines the topics in which professional project managers should be knowledgeable and competent. It is essentially a list, and there is no specific guidance about the sequence in which the various project management tools and techniques should be used in order to deliver a project. It is also an extensive list of topics, well beyond the activities undertaken by most housing association develop and teams.
PRINCE2 is a highly detailed procedure for delivering projects. Devised by Government to help deliver major government projects it is generally seen as far too detailed and "weighty" for typical housing association projects.
OPMP draws on relevant APM Body of Knowledge topics, and introduces them in the procedural sequence that reflects good practice and PRINCE 2, but at a much less detailed level to avoid too much bureaucracy.
The Authors
OPMP is written and produced by Andrew Drury of HATC Ltd and Richard Broomfield of Portfolio Development Consultancy. Both authors have worked in and for housing associations for over twenty years, and have both held a number of different Development Director posts. Andrew is a qualified project manager; Richard is a qualified planner.
